Background:
Bath & North East Somerset Council has made tackling climate change a priority in all high-level policies. This reflects the cross-party support that tackling climate change has within the Council. The Corporate Sustainability Team have a Climate Change work programme which has two main strands of work 1) reducing carbon emissions from the Council’s own operations and 2) to play a leading role in reducing district wide emissions (householders, businesses and road transport). The Council, in it’s Carbon Management Plan put into place in April 2009, aims to cut the Council’s emissions 30% by 2014, through a variety of energy efficiency measures including technical installations, behavioural change and an office rationalisation project. The aims for the district are detailed in the Sustainable Community Strategy 2009- 2026. This role is full time for a fixed 10 month period, providing the opportunity to gain an excellent introduction to the internal workings of a local authority and experience of working as part of a busy Corporate Sustainability Team. It is an interesting and varied placement that will assist the successful candidate with career development of seeking further opportunities in the public sector. The main focus of this role will be in helping to achieve the 30% carbon reduction target of the Council’s own operations, by driving forward the staff energy awareness and efficiency campaign Our Big Energy Challenge and providing coordination as part of the wider carbon management programme. The role will bring the cadidate into contact with most Departments within the Council, including schools, and there will be an expectation that the successful person will be able to work confidently with Officers at all levels within the organisation, including Members.

Objective:
 
As part of the Carbon Management Plan, to provide project support and coordination and lead the existing staff energy efficiency behaviour change campaign Our Big Energy Challenge.

This team is part of the Policy & Partnerships Service, and so the candidate will gain an insight in to how a strategic service within a Local Authority operates. Outputs:

Essential Selection Criteria:

1. Excellent communicator with good interpersonal skills, able to express themselves verbally, in written text and to a variety of different audiences.
2. Conscientious organiser, able to plan and organise their work appropriately.
3. Broad understanding of the of the Climate Change agenda including knowledge of the impacts and methods for its mitigation and adaptation.
4. Confident and competent with MS office software, particularly Word, Excel and PowerPoint.

Key Tasks:
1. Coordinate a network of 45+ volunteer Energy Champions across the Council to drive Our Big Energy Challenge forward. Including a variety of methods from meeting individuals, small groups to holding full Energy Champion Meetings and regular email communications. Also includes recruiting new Energy Champions.
2. To develop new publicity/promotional materials that are engaging to staff by creating and developing new energy awareness messages.
3. To organise and run events involving liaising with internal and external officers. For example, Green Week, held across the Council every October, or training events for smaller groups.
4. To publicise and keep up to date the Green Housekeeping Checklist which promotes best practice across the Council.
5. To strengthen communications on the internal and external websites, by writing text, editing pages and adding material supplied by other members of the team.
6. To provide coordination and research for Corporate Sustainability Team and Carbon Management reporting obligations.
7. To provide secretariat support for the Officer Carbon Management Group.
