Background:
This project will involve 8 Studentforce graduate placements (5 new, 3 already in place), each hosted at one of the major local authorities in the East Midlands region for a period of 6 – 9 months and with the possibility of extension into 2010/11. This is Phase 4 of an ongoing project that is designed to introduce Climate Change Adaptation into local government and the public sector more generally. This is the first region in the UK that is pursuing a region-wide approach to local Adaptation and started last summer with the completion of 9 Local Climate Impact Profiles (LCLIP) for each of the city and county councils, looking at the impacts of recent severe weather on the delivery of public services. Phase 4 involves building on the knowledge and experience gained through the LCLIP process and helping each council (and its Local Strategic Partnership) to move up a level on National Indicator 188 ‘Planning to Adapt to Climate Change’. This is directly related to the East Midlands climate change (adaptation) target of achieving an average of Level 3 against NI188 by the end of 2010/11. The project involves intensive collaboration between each of the partner authorities together with regional bodies and the UK Climate Impacts Programme. The successful candidates will have the opportunity to work as part of a team within their host authority and also as part of a regional team that meets regularly to share findings, knowledge and practice. This will involve making use of the brand new UK Climate Projections 09, which have just been publicly launched by Government in June. This project provides hard work and great learning and development opportunities for motivated and enthusiastic individuals. Previous post holders have gone on into either Masters’ courses or into other climate change related employment within their host council or elsewhere. Objective:
 
These jobs will involve building on the work that has already been undertaken on LCLIP’s and using the findings to best effect within each particular authority. All of the work of this project will contribute towards progress on National Indicator 188 (planning to adapt to climate change).

Outputs:
1. Assist in raising awareness about National Indicator 188 within the organisation to ensure that all council departments are aware of the potential implications of a changing climate.
2. Assist in the process of identifying the priority risks to council services from a changing climate that need to be considered by the authority using a risk-based method.
3. Extend the existing LCLIP information into a more comprehensive assessment of climate change risks that need to be considered by the authority and its key public sector partners.

Essential Selection Criteria:

1. Organisational Skills. The ability to make decisions on priorities of own workload, apply self initiative, work under pressure and meet a strict framework of targets.
2. Strong analytical skills in order to pull out key messages from large amounts of complex information
3. Excellent communication and report writing skills. The ability to communicate complex information in an accessible manner both through written and verbal forms at all levels of work is essential.
4. The ability to work within a team and to engage with a wide variety of stakeholders making use of strong interpersonal skills.
5. The successful candidate will be familiar with various IT packages used in the preparation of reports and general office based duties.

Desirable Selection Criteria:
1. Understanding of Local Government practices, procedures and political awareness.
2. A degree relevant to the environmental sector
3. Knowledge of anthropogenic climate change.
4. A driving licence and access to a vehicle insured for business use will be required for some of the posts.
5. Knowledge of Risk Management and how it applies to the local government sector

Key Tasks:
1. Ensure the continuation of the work captured in the Local Climate Impacts Profile in partnership with nominated local authority officers.
2. Assist in the development of a detailed project plan in order to meet regional project milestones and report on progress as required, including those contained within the National Indicator,
3. To promote climate change matters across the Council working with all other Departments as necessary
4. Begin the process of identifying and implementing quick wins for climate change adaptation within the authority.
5. To assist in providing appropriate guidance material, information and networking opportunities for stakeholders.
