Background:
Rutland County Council is committed to doing all it can to protect and enhance our environment for today and future generations. The Transport Strategy team within the Community Services Department is responsible for the production of the Local Transport Plan, road safety, rights of way and improvements in sustainable travel via the promotion and implementation of travel plans.

Objective:
 
To develop, implement and monitor travel plans to deliver improvements in sustainable travel in Rutland.

Benefits To Graduate
Work on this project will allow the graduate to gain valuable relevant experience in a relative large organisation by implementing plans and policies, raising awareness and changing staff behaviour both within Rutland County Council and with external organisations such as local businesses and schools. The graduate will be working in the Transport Strategy team which is at the forefront of matching national transport policy with the needs and requirements of a small rural county. Accompanying the ongoing training and support offered through StudentForce, this post offers internal training as identified by the line manager.

Employment Potential and Options Post Project Work
Though at present this position is offered as a fixed term contract until the end of March 2011, there is potential for this to be extended should funding become available? This position however offers the successful candidate the ability to gain experience of working on a project in a fast growing area, providing them with the tools for a career in sustainable transport. Outputs:
1. Develop and deliver the actions of Rutland County Council workplace travel plan.
2. Assist schools to develop and deliver school travel plans in line with government standards
3. Assist Rutland businesses to develop and deliver travel plans
4. Assist the Road Safety Officer in developing linkages between sustainable travel initiatives and road safety
5.


Essential Selection Criteria:

1. Demonstrable skills and experience in the delivery, monitoring and review of plans
2. Good oral and written communication skills
3. Ability to use Microsoft Office Packages
4. Ability to act on your own initiative but also be a good team worker. Must also be flexible and adaptable
5. Good inter-personal skills
6. Able to recognise discrimination and be willing to put the Council’s policy into practice.
7. Must be able to perform all duties with reasonable adjustments where appropriate, in accordance with the provision of the Disability Discrimination Act, 1995.
8. Full driving licence
9. A Recent CRB Check or willingness to have one done.

Desirable Selection Criteria:
1. Experience of writing or evaluating policies
2. Good presentation skills
3. An understanding of current national transport policies and issues and awareness of the possible solutions to them.
4. An understanding of the climate change agenda

Key Tasks:
1. Manage the delivery of Rutland County Council’s travel plan, involving staff at all levels within the organisation and thereby help the authority achieve measurable year by year reductions in the adverse environmental impact of its travel , and in particular its CO2 emissions
2. Assist schools to develop and deliver their travel plans, involving staff, pupils and parents and thereby help schools achieve measurable year by year reductions in the adverse environmental impact of travel, and in particular CO2 emissions.
3. Assist Rutland businesses to develop travel plans and adopt initiatives such as car sharing for their staff and help them achieve measurable year by year reductions in the adverse environmental impact of travel, and in particular CO2 emissions.
4. Assist the Road Safety Education Officer to introduce and promote road safety initiatives in schools and local businesses.
5. Undertake other duties of a similar level of responsibility as appropriate to the post, as may be required by the line manager and/or section Head of Section.
