Background:

This is an excellent opportunity to join a dynamic team that is striving to succeed in housing renewal. The Council is committed to the principle of sustainability across all of its functions. Nowhere is this more important than in the area of private sector housing renewal/regeneration. The primary objective of this post is to provide support to the Council’s Senior Environmental Health Officer in order to facilitate the provision of Home Repair Grants and energy efficiency measures, designed to assist the existing private sector housing stock in meeting the Decent Homes Standard and also to reduce its carbon footprint and save energy.

Objective:
 
To support Environmental Quality’s aims and objectives and to assist in the achievement of its performance targets to promote the safety and health of residents and the improvements to the private sector housing stock. The post-holder will be directly responsible for private sector housing Home Repair Grants and directly associated activities In order to deliver this service effectively, it will be necessary for the successful post-holder to undertake a familiarisation course in basic housing construction and a short training course to identify potential hazards in domestic dwellings. All applicants must be willing to undertake CRB checks.

This is a 1 year fixed term funded project, and employment beyond the length of this contract cannot be speculated upon at this time.

Essential Selection Criteria:

1. Recent graduate (within 4 years) with a degree of a good standard (2:2 or above).
2. Flair and ability to apply environmental health skills and an understanding of the role private sector housing plays in achieving satisfactory living standards.
3. Able to demonstrate excellent communication skills, both written and oral and through effective presentation skills.
4. Minimum of 1 year’s experience of ICT with experience in Microsoft and other software applications and in general administrative procedures.
5. Able to demonstrate problem-solving and effective negotiating and mediation skills.
6. Self-motivated and able to work with a minimum of supervision.
7. Full valid UK driving licence (with no more than 6 points) and own transport.
8. Open and confident, with an appreciation of the benefits of developing self and others.
9. Awareness of equal opportunities.

Desirable Selection Criteria:
1. Undergraduate degree or Post-graduate qualification in a related subject area
2. Experience of producing reports or similar.
3. Knowledge of building construction / housing standards
4. Use of IT equipment with some system administration responsibilities.

Key Tasks:
1. To investigate the housing conditions of the district and promote improvement from the full range of options available.
2. To deliver Decent Homes to vulnerable households in the Borough in accordance with the Authority’s Private Sector Housing Renewal Policy.
3. To assist with the prompt determination of Home Repair Grant applications in accordance with the Private Sector Housing Renewal Policy.
4. To ensure empty properties are secure, nuisance-free and brought back into use in accordance with the Authority’s Empty Homes Strategy.
5. To survey and report on accommodation standards throughout the Borough.
6. To process complaints in relation to standards of safety, repair or nuisance in the home environment, and to investigate and remedy, where possible, statutory nuisances and other environmental protection issues.
7. To assume responsibility for the storage, maintenance and usage of equipment used in relation to the above work.
8. To promote good standards of customer care and quality of performance.
9. To comply with Financial Regulations, Standing Orders, Health and Safety policies/guidelines and departmental procedures.; To work within the core values etc. set by the Council; To act in this capacity within the remit of the department or Council as may be determined by the Head of Service.
10.To carry out administrative duties associated with the above work, including Information Technology development, and to carry out such other reasonably allied duties within the context of the section’s/department’s responsibilities as may be required.
