Background:
There are 10 Climate Change Project Officer posts hosted and line managed by the 9 City and County Councils within the East Midlands. This is part of an ongoing regional project that began in summer 2008 and is now in Phase 5. The Project Officers provide extra capacity to the councils to help them achieve the requirements in the climate change national indicators (NI185, 186 and 188), in order to meet the targets they have agreed with Central Government through their Local Area Agreements. By working collaboratively, the councils are able to share some of the tasks and learning and the Project Officers are encouraged to work together in order to capitalise on this opportunity. The main area tackled by the regional project so far has been on National Indicator 188, Planning to Adapt to climate change. Local Climate Impact Profiles have been completed across the region, comprehensive risk assessments of services have been undertaken and adaptive responses are now being researched in order to inform adaptation plans. The key objective for Phase 5 of the project (April 2010 – March 2011) is to achieve an average of Level 3 against the requirements of NI188 across the region. Some of the Project Officers will also assist in work on NI185 and 186 to reduce carbon dioxide emissions from the council and the wider community. This project provides challenging work and great learning and development opportunities for motivated and enthusiastic individuals. If you want to get on in the rapidly moving climate change field, this is a great place to start. Previous post holders have gone on into either Masters’ courses or into other climate change related employment within their host council or elsewhere. The post will be located in Northampton

Objective:
 
The Project Officers work individually to help each council meet its climate change commitments and also collectively as a team under the auspices of Climate East Midlands, the Regional Climate Change Partnership.

Employment Potential and Options Post Project Work
This project will give a graduate excellent work experience in the environmental sector and networking opportunities within this area. Previous officers have moved on to develop careers in Sustainability and Local Government.

Outputs:
1. Assist in raising awareness about National Indicator 188 within the organisation to ensure that all council departments are aware of the potential implications of a changing climate.
2. Assist in the process of identifying the priority risks to council services from a changing climate that need to be considered by the authority using a risk-based method.
3. Extend the existing LCLIP information into a more comprehensive assessment of climate change risks that need to be considered by the authority and its key public sector partners.

Essential Selection Criteria:

1. Organisational Skills. The ability to make decisions on priorities of own workload, apply self initiative, work under pressure and meet a strict framework of targets.
2. Strong analytical skills in order to pull out key messages from large amounts of complex information
3. Excellent communication and report writing skills. The ability to communicate complex information in an accessible manner both through written and verbal forms at all levels of work is essential.
4. The ability to work within a team and to engage with a wide variety of stakeholders making use of strong interpersonal skills.
5. The successful candidate will be familiar with various IT packages used in the preparation of reports and general office based duties.

Desirable Selection Criteria:
1. Understanding of Local Government practices, procedures and political awareness.
2. A degree relevant to the environmental sector
3. Knowledge of anthropogenic climate change.
4. Knowledge of Risk Management and how it applies to the local government sector.

Key Tasks:
1. Research -Researching areas such as the impacts of past weather on local services, good practice in mitigating and adapting to climate change and recommendations from bodies like the Inter-Governmental Panel on Climate Change, the Committee on Climate Change and the Royal Commission on Environmental Pollution
2. Risk Assessment -Helping the council and partner organisations to assess the risks of future climate change to their services and plans and assist them in deciding what adaptive action may be required as a consequence
3. Analysis - Assisting with analysis of policy, guidance and good practice to help the council decide on the best course of action to take to deliver on its climate change commitments
4. Report writing - Writing clear and succinct reports on the findings of research, to help formulate proposals for decision makers and to maintain an accurate record of activity
5. Presentation - Developing materials that provide key messages in an attractive and digestible form and presenting these within the council and externally to partner organisations on the findings of research, the outcomes of activity taken and recommendations for future action on climate change
6. Promotion - Assisting in the promotion of climate change messages within the council and its partner organisations in order to raise awareness more widely about calls to action and/or achievements
7. Organisation of events - Organising interviews, meetings and workshops on climate change that help bring the appropriate people together in order to ask questions, prompt discussion, facilitate engagement and progress
8. Project management - Assisting in the management of projects and organising own workload in order to complete any agreed outputs within agreed timescales
9. Dialogue - Initiating and maintaining dialogue with key staff in the council and partner organisations in order to keep them informed and engaged
10.Planning - Contributing to the development of climate change project plans and workplans that set out what needs to be done, by whom and within realistic timescales
